Um, kinda looks like someone just took a piece of pink fabric, blind folded themselves and started cutting it randomly, then sewed the pieces together

Make frilly strips of fabric and sew it onto an underwear. I think it's just frilly underwear, to tell you the truth. Or like ^ said, random scraps. Sewn onto undies, yup.

i like short skirts, but the length of that makes it look so awkard.

i'd go get pink booty shorts and sew pink fabric to it. if it were a bit longer i think it's pretty cute =)
