Astringents are harsher than toners. I checked online and it's because astringents contain a higher amount of alcohol. So I would say if you have oily/acne prone skin, go for the astringent, but otherwise go for the toner. Then again, if you have a really complex skin regimen (like scrubs..cleansers, masks and the like) maybe you should skip out on toner/astringent all together cause using too many products kills your skin.

Toners can be good for your face. You should use it between you cleanser and your moisturiser. When you clean your face, you strip some pf its natural oils from it, so if you add your moisturiser right away, the skin will suck up everything it can get, which can cause you to feel oily. But if you use a toner, the pH of your skin returns to normal and you only absord the amount of moisture you need.
